Marchiselli Program. The Marchiselli Program (i.e., Municipal Streets and Highway Program) is the primary state aid match to FHWA-funded projects. The Marchiselli Program can pay (when funding is available) up to 75% of the non-federal share of an eligible project (or project phase), with the remaining 25% of non-federal costs to be born by the Sponsor. For a typical federal aid project consisting of 100% eligible activities, this would amount to: 80% federally funded, 15% state funded, and 5% locally funded.
