Master Officer Program. The City may establish a Master Officer Program with the intent to incentivize superior performance among sworn officers. Participation in any such program will be entirely voluntary for sworn officers and no officer will be disciplined for failing to participate in or, having participated, for failing to meet any of the standards set by the program. Before enacting such a program, and subsequent to any major changes in the program after implementation, the City shall review and discuss the program at a meeting of the Labor-Management Committee. The requirements of any such program, as well as the benefits of successfully meeting those requirements, will be clearly disseminated to all officers prior to enactment.
