METHODOLOGY AND THE MECHANISM FOR THE PERFORMANCE FRAMEWORK FUNCTIONALITY. (283) To determine indicators and develop a performance framework, FM has established guidelines based on methodological documents of the Directorate-General for Regional and Urban Policy and the Directorate-General for Employment, Social Affairs and Inclusion providing for evaluation and monitoring. (284) Based on the guidelines developed, the performance framework for each propriety axis is developed by FM in collaboration with the competent authorities. All indicators that are defined on the level of each specific support objective, as well as for the performance framework, shall undergo quality inspection according to the indicator evaluation methodology developed by FM. The indicator quality evaluation will assess the coherence of indicators among the priority axes and the specific objectives of their investment priorities (e.g., single measurements and definitions for indicators). Each priority axes performance framework indicator shall be assessed for its key intermediate principles and key principles for defining target values, to ensure the validity of the specified target value.
