Methods of Interconnection. The Parties will negotiate the facilities arrangement used to interconnect their respective networks. CLEC shall establish at least one (1) physical Point of Interconnection in CenturyLink territory in each LATA CLEC has local End User Customers. CLEC represents and warrants that it is serving End User Customers physically located within each local calling area for which it wishes to exchange traffic within CenturyLink territory. An Entrance Facility extends from the CenturyLink Serving Wire Center to CLEC's Switch location or any Technically Feasible POI chosen by CLEC. CenturyLink-provided Entrance Facilities may not extend beyond the area served by the CenturyLink Serving Wire Center. The rates for CenturyLink-provided Entrance Facilities are provided in Exhibit A. CenturyLink's private line transport service is available as an alternative to CenturyLink-provided Entrance Facilities, when CLEC uses such private line transport service for multiple services. Entrance Facilities may not be used for Interconnection with Unbundled Network Elements. 7.1.2.2 Collocation. Interconnection may be accomplished through the Collocation arrangements offered by CenturyLink. The terms and conditions under which Collocation will be available are described in Section 8 of this Agreement. 7.1.2.2.1 Expanded Interconnection Channel Termination (EICT) provides the communication path that actually connects the physical space or in the case of virtual collocation, the designated equipment to CenturyLink's direct trunked transport and must be ordered to provision LIS to a collocation. 7.1.2.3 Mid-Span Meet POI. A Mid-Span Meet POI is a negotiated Point of Interface, limited to the Interconnection of facilities between the CenturyLink Serving Wire Center location and the location of the CLEC switch or other equipment located within the area served by the CenturyLink Serving Wire Center. The actual physical Point of Interface and facilities used will be subject to negotiations between the Parties. Each Party will be responsible for its portion of the build to the Mid-Span Meet POI. The Mid-Span Meet POI will be used exclusively as an Interconnection facility and cannot be used for other purposes such as Unbundled Network Elements or Access Services.

CLECs may designate Mid-Span Fiber Meet as the target architecture, except in scenarios where it is not Technically Feasible or Access Serviceswhere the Parties disagree on midpoint location. 7.1.2.3.2 In a Mid-Span Fiber Meet the Parties agree to establish technical interface specifications for Fiber Meet arrangements that permit the successful Interconnection and completion of traffic routed over the facilities that interconnect at the Fiber Meet. CLEC is responsible for providing at its location the Fiber Optic Terminal (FOT) equipment, multiplexing, and fiber required to terminate the optical signal provided by Qwest. Qwest is responsible for providing corresponding FOT(s), multiplexing, and fiber required to terminate the optical signal provided by CLEC. 7.1.2.3.3 The Parties shall, wholly at their own expense, procure, install, and maintain the FOT(s) in each of their locations where the Parties establish a Fiber Meet with capacity sufficient to provision and maintain all trunk groups. The Parties shall mutually agree on the capacity of the FOT(s) to be utilized based on equivalent DS1s and DS3s necessary for transport of forecasted local Interconnection trunking. Each Party will also agree upon the optical frequency and wavelength necessary to implement the Interconnection.

Methods of Interconnection. An Entrance Facility extends from the CenturyLink Qwest Serving Wire Center to CLEC's Switch location or any Technically Feasible POI chosen by CLEC. The rates for CenturyLinkQwest-provided Entrance Facilities are provided in Exhibit A. A Mid-Span Meet POI is a negotiated Point of Interface, limited to the Interconnection of facilities between the CenturyLink Serving Wire Center location one Party’s switch and the location of the CLEC switch or other equipment located within the area served by the CenturyLink Serving Wire CenterParty’s switch. The actual physical Point of Interface and facilities used will be subject to negotiations between the Parties. Each Party will be responsible for its portion of the build to the Mid-Span Meet POI. The A CLEC may use remaining capability in an existing Mid-Span Meet POI to gain access to unbundled network facilities; provided that CLEC shall be obliged to compensate Qwest under the terms and conditions applicable to UNEs for the portion of the facility so used. In determining such portion, the decision shall be based to the extent practicable on the guideline that the portion so determined should correspond to the nature and extent of facilities that would be required to provide access to elements in the absence of a concurrent use for interconnection. Qwest may seek appropriate relief from the Commission if it can demonstrate that this provision has been used to occasion the installation of new facilities that, while claimed necessary for Interconnection, were actually intended for UNE access. These Mid Span Meet POIs will be used exclusively as an Interconnection facility and cannot be consist of facilities used for other purposes the provisioning of one or two way local/IntraLATA and Jointly Provided Switched Access Interconnection trunks, as well as miscellaneous trunks such as Unbundled Network Elements Mass Calling Trunks, OS/DA, 911 and including any dedicated DS1, DS3 transport trunk groups used to provision originating CLEC traffic. 7.1.2.3.1 The Mid-Span fiber meet architecture requires each Party to own its equipment on its side of the Point of Interconnection (POI). CLECs may designate Mid Span fiber meet as the target architecture, except in scenarios where it is not technically feasible or Access Serviceswhere the Parties disagree on midpoint location. 7.1.2.3.2 In a Mid-Span Fiber Meet the Parties agree to establish technical interface specifications for fiber meet arrangements that permit the successful Interconnection and completion of traffic routed over the facilities that interconnect at the fiber meet. CLEC is responsible for providing at its location the Fiber Optic Terminal (FOT) equipment, multiplexing, and fiber required to terminate the optical signal provided by Qwest. Qwest is responsible for providing corresponding FOT(s), multiplexing, and fiber required to terminate the optical signal provided by CLEC 7.1.2.3.3 The Parties shall, wholly at their own expense, procure, install, and maintain the FOT(s) in each of their locations where the Parties establish a Fiber Meet with capacity sufficient to provision and maintain all trunk groups. The Parties shall mutually agree on the capacity of the FOT(s) to be utilized based on equivalent DS1s and DS3s necessary for transport of forecasted local Interconnection trunking. Each Party will also agree upon the optical frequency and wavelength necessary to implement the Interconnection.

Methods of Interconnection. The Parties will negotiate the facilities arrangement used to interconnect their respective networks. CLEC shall establish at least one (1) physical Point of Interconnection in CenturyLink Qwest territory in each LATA CLEC has local End User Customers. CLEC represents and warrants that it is serving End User Customers physically located within each local calling area for which it wishes to exchange traffic within CenturyLink Qwest territory. The Parties shall establish, through negotiations, at least one (1) of the following Interconnection arrangements, at any Technically Feasible point: (1) a DS1 or DS3 CenturyLinkQwest-provided facility; (2) Collocation; (3) negotiated Mid-Mid- Span Meet POI facilities; or (4) other Technically Feasible methods of Interconnection via the Bona Fide Request (BFR) process unless a particular arrangement has been previously provided to a third party, or is offered by CenturyLink Qwest as a product. 7.1.2.1 CenturyLinkQwest-provided Facility. Interconnection may be accomplished through the provision of a DS1 or DS3 Entrance Facility of CLEC's determination. An Entrance Facility extends from the CenturyLink Qwest Serving Wire Center to CLEC's Switch location or any Technically Feasible POI chosen by CLEC. CenturyLinkQwest-provided Entrance Facilities may not extend beyond the area served by the CenturyLink Qwest Serving Wire Center. The rates for CenturyLink-Qwest- provided Entrance Facilities are provided in Exhibit A. CenturyLinkQwest's private line transport service is available as an alternative to CenturyLinkQwest-provided Entrance Facilities, when CLEC uses such private line transport service for multiple services. Entrance Facilities may not be used for Interconnection with Unbundled Network Elements. 7.1.2.2 Collocation. Interconnection may be accomplished through the Collocation arrangements offered by CenturyLinkQwest. The terms and conditions under which Collocation will be available are described in Section 8 of this Agreement. 7.1.2.2.1 Expanded Interconnection Channel Termination (EICT) provides the communication path that actually connects the physical space or in the case of virtual collocation, the designated equipment to CenturyLinkQwest's direct trunked transport and must be ordered to provision LIS to a collocation. 7.1.2.3 Mid-Span Meet POI. 7.1.2.3.1 Mid-Span Meet POI (New Builds). A Mid-Span Meet POI is a negotiated Point of Interface, limited to the Interconnection of facilities between the CenturyLink Qwest Serving Wire Center location and the location of the CLEC switch or other equipment located within the area served by the CenturyLink Qwest Serving Wire Center. The actual physical Point of Interface and facilities used will be subject to negotiations between the Parties. Each Party will be responsible for its portion of the build to the Mid-Span Meet POI. The CLEC may not use remaining capability in an existing Mid-Span Meet POI to gain access to Unbundled Network Elements. These Mid-Span Meet POIs will consist of facilities used for the exchange of traffic and joint provisioning of Telecommunications Services to End User Customers and other Telecommunications Carriers. 7.1.2.3.2 ILEC - Meet Points - When Qwest and CLEC’s (affiliated with an ILEC) have previously exchanged traffic using facilities established for the exchange of traffic between Qwest and CLEC’s affiliated ILEC operation; in order to efficiently use the Parties’ network facilities, the existing ILEC facility will be used exclusively treated as an Interconnection a “Mid-Span Meet POI” point of interconnection, as defined in 7.1.2.3.1. CLEC will provision separate trunks on the existing facility for its non-ILEC traffic and canrepresents and warrants that it will not use any trunks over the existing facility established for use in its ILEC operations for any traffic that is governed by this Agreement. Should either Party wish to alter the arrangements or establish new facilities, the Parties will negotiate the new facilities arrangement(s) which would be used for other purposes such as Unbundled Network Elements or Access Servicesto interconnect the networks. 7.1.2.3.2.1 Additional Mid-Span Meet POIs that CLEC (with an affiliated ILEC) request, and existing facilities are not used, will be established pursuant to 7.1.2.3.1.

Additional arrangements may be mutually developed and agreed to by the Parties pursuant to the requirements of this Section. 7.1.2.3.4.1 Design One: CLEC's fiber cable (four (4) fibers) and Qwest's fiber cable (four (4) fibers) are connected at an economically and Technically Feasible point between CLEC and Qwest locations. This Interconnection point shall be a mutually agreeable location approximately midway between the two. The Parties' fiber cables would be terminated and then cross connected on a fiber termination panel as discussed below under the fiber termination point options section. 7.1.2.3.4.2 Design Two: CLEC will provide fiber cable to the last entrance (or Qwest designated) manhole at the Qwest Tandem Switch or End Office Switch. Qwest shall make all necessary preparations to receive and to allow and enable CLEC to deliver fiber optic facilities into that manhole. CLEC will provide a sufficient length of optical fire resistant cable for Qwest to pull through the Qwest cable vault and terminate on the Qwest fiber distribution frame (FDF) in Qwest's office. CLEC shall deliver and maintain such strands wholly at its own expense up to the POI. Qwest shall take the fiber from the manhole and terminate it inside Qwest's office on the FDF at Qwest's expense. Each Party will supply a fiber optic terminal at its respective end. The Parties will agree what remuneration, if any, CLEC will receive for providing the majority of the fiber optic cable. In this case, the POI shall be at the Qwest designated manhole location. 7.1.2.3.4.3 Design Three: Qwest will provide fiber cable to the last entrance (or CLEC designated) manhole at CLEC's location. CLEC shall make all necessary preparations to receive and to allow and enable Qwest to deliver fiber optic facilities into that manhole. Qwest will provide a sufficient length of optical fire resistant cable for CLEC to run the fiber cable from the manhole and terminate on CLEC's fiber distribution frame (FDF) in CLEC's location.
