Metropolitan Planning Organization Designation. On April 8, 1976 the Governor of the State of Alaska designated the Municipality of Anchorage as the Metropolitan Planning Organization and identified the Anchorage Metropolitan Area Transportation Study (“AMATS”) Policy Committee as the then existing policy body providing the direction of transportation planning in the MPO in accordance with Federal law.
