MINORITY AND FEMALE REFERRALS. In the event a Local Union either fails, or is unable to refer qualified minority or female applicants in percentages equaling the workforce participation goals adopted by the DDOT and set forth in the Design Build Contractor's bid specifications, within 48 hours of the request for same, the Contractor may employ qualified minority or female applicants from any other available source.
