Monitoring, Evaluation and Reporting. (c) prepare, under terms of reference satisfactory to the Association, and furnish to the Association, or any representative designated by the Association in writing, no later than four (4) weeks before the date of each semi-annual monitoring and evaluation mission: (i) a report integrating the results of the monitoring and evaluation activities performed pursuant to paragraph (a) of this Section, on the progress achieved in the carrying out of the Project during the period preceding the date of said report and setting out the measures recommended to ensure the efficient carrying out of the Project and the achievement of the objectives thereof during the period following such date; and (ii) a Project performance report in the format described in the Implementation Manual; (iii) the draft Annual Workprogram and budget for the next calendar year, (iv) the Mid Term Expenditure Framework as updated in accordance with the Annual Workprogram; and such other reports and documents that the Association may reasonably require; and (d) review with the Association, during the semi-annual monitoring and evaluation missions, or such later date as the Association shall request, the reports referred to in paragraph (c) of this Section, and thereafter, take all measures required to ensure the efficient completion of the Project.

Monitoring, Evaluation and Reporting. 12.1 The Borrower Grant Recipient shall monitor the delivery and success of the Project throughout the Grant Period to ensure that its aims and objectives are being met and that this agreement is being adhered to. 12.2 JOA may conduct a monitoring visit of the Project, in accordance with XXX’s Monitoring and Evaluation Policy on giving not less than 3 months’ notice in writing to the Grant Recipient, the Grant Recipient undertakes to provide JOA with all necessary documents and cooperation for any monitoring visit. 12.3 The Grant Recipient shall provide JOA with annual financial and operational reports covering the Project Activities that took place during the previous Project Year (an “Interim Report”). Interim Reports are due no later than three (3) months after the end of the relevant Project Year. 12.4 Upon completion of the Project, the Grant Recipient shall provide JOA with a financial and operational report covering the Project Activities that took place during the entirety of the Project Implementation Period (a “Final Report”). Final Reports are due no later than three (3) months after the end of the Project Implementation Period. 12.5 All Annual Interim Reports and Final Reports shall: (a) maintain policies and procedures adequate to enable it to monitor and evaluate on an ongoing basis, in accordance with Describe the indicators set forth in Schedule 5 to this Agreement the carrying out implementation of the ProjectProject according to the Project Outcomes, detailing Project Activities undertaken, difficulties encountered, and the achievement of the objectives thereofintended and unintended impacts, outcomes and outputs; (b) consult with Highlight any variations or deviations from the Financial Partners on Project Activities, including any changes to the implementation logic; (c) Include the current results of the Project at least in the form of a results matrix, based on the logical framework for the Project and the objectively-verifiable indicators identified therein; (d) Outline what lessons have been learnt, including as a quarterly basis result of key challenges faced, and invite the Financial Partners to participate how these will be propagated; (e) Detail Project expenditure in semi-annual monitoring and evaluation missions, to be scheduled in March or April each year (or such other time determined in agreement direct comparison with the AssociationProject Budget, highlighting any variations or revisions; (f) to reviewUpdate the budget for subsequent years of the project, inter aliaincluding a detailed breakdown of planned expenditure for the subsequent 12 months; (g) Where the Grant Recipient has obtained third party funding for delivery of part of the Project, the report should provide details of the progress of the Project during the second semester of the preceding Fiscal Yearentire Project, and in September or October April each year (or such other time determined in agreement with not just the Association) to review, inter alia, part covered by the progress of the Project during the first semester of the Fiscal Year.Grant; (ch) prepareInclude copies or links of any reports, under terms of reference satisfactory publications or press coverage related to the Association, and furnish to the Association, or any representative designated by the Association in writing, no later than four (4) weeks before the date of each semi-annual monitoring and evaluation mission: (i) a report integrating the results of the monitoring and evaluation activities performed pursuant to paragraph (a) of this Section, on the progress achieved in the carrying out of the Project during the period preceding the date of said report and setting out the measures recommended to ensure the efficient carrying out of the Project and the achievement of the objectives thereof during the period following such date; and (ii) a Project performance report in the format described in the Implementation Manual; (iii) the draft Annual Workprogram and budget for the next calendar year, (iv) the Mid Term Expenditure Framework as updated in accordance with the Annual Workprogram; and such other reports and documents that the Association may reasonably requireProject; and (di) review Include signed confirmation by an accountable finance officer that the Grant Recipient has properly expended the sums in respect of the period in which milestone payments have been claimed. 12.6 The Grant Recipient shall also provide a short report six (6) months into each Project Year, outlining the general level of progress, highlighting any notable achievements or challenges that took place during the previous six (6) months, and providing a single figure constituting expenditure to date (an “Informal Report”). Informal Reports are due no later than one (1) month after the end of the relevant six (6) month period and should be no more than five (5) pages. 12.7 The Grant Recipient shall on request provide JOA with such further information, explanations and documents as JOA may reasonably request at any time in order for it to establish that the Grant is being used properly and in a timely fashion in accordance with this agreement. 12.8 The Grant Recipient shall permit any person authorised by JOA such reasonable access within normal working hours to its employees, agents, premises, facilities, books and records, for the purpose of inspecting, discussing, monitoring and evaluating the Grant Recipient's fulfilment of the conditions of this agreement and shall, if so required, provide appropriate oral or written explanations from them. 12.9 If an independent evaluation is conducted, either at the behest of the Grant Recipient or JOA, the Grant Recipient undertakes to provide the evaluators with all reasonably necessary documents and cooperation. 12.10 If an independent Project Evaluation and/or Project Financial Audit has been agreed with the AssociationGrant Recipient, during these shall be submitted no later than 6 months after the semi-annual monitoring and evaluation missions, or such later date as the Association shall request, the reports referred to in paragraph (c) of this Section, and thereafter, take all measures required to ensure the efficient completion end of the ProjectImplementation Period. 12.11 JOA reserves the right to publish all or part of any reports or evaluations, including pictures and scans of project documents, in accordance with clause 17.

If an external evaluation is conducted, either at the behest of the Grant Recipient or such later date as the Association shall requestJOA, the Grant Recipient undertakes to provide evaluators with all necessary documents and cooperation. 11.8 JOA reserves the right to publish all or part of any reports referred or evaluations, including pictures and scans of project documents unless these refer to in paragraph (c) of this Section, and thereafter, take all measures required to ensure the efficient completion of the Projectspecific identifiable persons.

Monitoring, Evaluation and Reporting. The Borrower shallMinistry of the Environment will monitor the Project-related follow-up activities identifying and registering: (a) maintain policies the progress achieved; b) actions in preparation, on-going and implemented; c) Project results applied; and d) other benefits of the Project. The process will be implemented at the Project area level, as well as on a national scale. During the monitoring process the following aspects will be taken into consideration: • activities implemented, their results and outputs, direct benefits, financial aspects, problems encountered, corrective actions undertaken; • activities in preparation and/or on-going: present state, problems, actions undertaken or needed for solving them, prospective of implementing activities in preparation; • methodologies, tools, and procedures adequate applied by the Project: introduced or applied in national/Project area practice, problems encountered, corrective actions, expected results; • planning initiatives/activities undertaken or in preparation; • institutional and/or legal and/or management-related initiatives according to enable it the proposals made by the Project; • catalytic effect of the Project in the Project area or at the national level; and • identification of direct, and of indirect benefits and beneficiaries of the Project. The evaluation procedure, to monitor be applied by the Ministry of the Environment, will be based on the results of the monitoring process, following the elements listed above, and evaluate on an ongoing basistaking into consideration the following: a) evaluation of the achievements according to achievement indicators, defined in accordance with Chapter 5, section 2. b) evaluation according to the following: • contribution to improved sustainability within the Project area, following sustainability indicators set forth in Schedule 5 to this Agreement and the carrying out results of the Sustainability Analysis; • direct and indirect benefits of the Project, and the achievement their significance; • prospective of progress of the objectives thereof; (b) consult with follow-up activities in the Financial Partners preparation and/or on- going; • nature and significance of problems of a general nature and of those related to individual follow-up actions, impacts of these problems on the implementation use of the Project at least on a quarterly basis results; and invite • lessons learned. PAP/RAC will provide assistance when establishing the Financial Partners to participate in semi-annual monitoring process and evaluation missions, to be scheduled in March or April each year (or such other time determined in agreement with evaluating the Association) to review, inter alia, the progress of the Project during the second semester of the preceding Fiscal Year, and in September or October April each year (or such other time determined in agreement with the Association) to review, inter alia, the progress of the Project during the first semester of the Fiscal Year. (c) prepare, under terms of reference satisfactory to the Association, and furnish to the Association, or any representative designated by the Association in writing, no later than four (4) weeks before the date of each semi-annual monitoring and evaluation mission: (i) a report integrating the results. The results of the monitoring and evaluation activities performed pursuant to paragraph (a) of this Section, on process will be reported by the progress achieved in the carrying out Ministry of the Environment to MAP through PAP/RAC at half-yearly intervals within relevant Half-Yearly Post Project during Reports. At the period preceding the date of said report and setting out the measures recommended to ensure the efficient carrying out end of the Project and reporting period, the achievement Ministry of the objectives thereof during Environment will prepare the period following such date; Final Post Project Report, summarising the results achieved and (ii) a Project performance report in the format described in the Implementation Manual; (iii) the draft Annual Workprogram benefits identified, indicating problems and budget for the next calendar year, (iv) the Mid Term Expenditure Framework as updated in accordance with the Annual Workprogram; and such other reports and documents that the Association may reasonably require; and (d) review with the Association, during the semi-annual monitoring and evaluation missions, or such later date as the Association shall request, the reports referred to in paragraph (c) of this Sectionlessons learned, and thereafterproposing further activities, take all measures required to ensure the efficient completion of the Projectas appropriate and needed.

The Borrower shall prepare, under terms of reference satisfactory to the Association, and furnish to the Association, : (a) on or any representative designated by the Association in writing, no later than four (4) weeks before the date about March 31 and September 30 of each calendar year, commencing on March 31, 2002, semi-annual progress reports integrating the results of the monitoring and evaluation mission: activities performed pursuant to paragraph 13 of this Part C, on the progress achieved in the carrying out of the Project during the preceding calendar semester (ior in the case of the last such report furnished for each calendar year, during the preceding two calendar semesters), and setting out any additional measures recommended to ensure the efficient carrying out of the Project and the achievement of the objectives thereof during the following semester or calendar year, as the case may be; (b) on or about September 30, 2003, a mid-term report integrating the results of the monitoring and evaluation activities performed pursuant to paragraph (a) 13 of this SectionPart C, on the progress achieved in the carrying out of the Project during the period preceding the date of said report report, and setting out the any additional measures recommended to ensure the efficient carrying out of the Project and the achievement of the objectives thereof during the period following such date; and (ii) a Project performance report in remainder of the format described in the Implementation Manual; (iii) the draft Annual Workprogram and budget for the next calendar year, (iv) the Mid Term Expenditure Framework as updated in accordance with the Annual Workprogram; and such other reports and documents that the Association may reasonably requireproject period; and (dc) review with the Association, during the semi-annual monitoring and evaluation missions, or such later date as the Association shall request, after furnishing each of the reports referred to in paragraph sub-paragraphs (ca) and (b) of this Sectionparagraph 15, and review the same with the Association and, thereafter, promptly take all measures required to ensure the efficient completion of the ProjectProject and the achievement of the objectives thereof, based on the conclusions and recommendations of the said report and the Association’s views on the matter. 1. The Recipient shall, on or about a date following thirty-four months after the Effective Date, carry out jointly with the Bank, UGC and CMO a midterm review of the progress made in carrying out the Project (the Midterm Review). The Recipient shall undertake all necessary steps to ensure the participation in said Midterm Review of representative members of AIG, CIO, CCs, OGACs and NGOs engaged in Project implementation, other related projects in the Project Area, civil society and representatives of FFEM. (a) The Midterm Review shall cover, inter alia: (i) progress made in meeting the Project’s objectives; (ii) results of the monitoring and evaluation activities under the Project; and (iii) overall Project performance compared to the intermediate Project performance indicators set forth in Schedule 6 to this Agreement, and in particular pursuant to the following criteria, namely that: (A) AIG is formally created and has acquired sufficient capacity to become responsible for the supervision (maitrise d'ouvrage) of Parts A, B, C and D of the Project, for which it has contracted implementation to CMO; (B) one conservation area is clearly demarcated in the field, possesses users rules accepted by representatives of Communes and primary and secondary users, and has a legally recognized OGAC actively involved in its management (minutes of meeting approving management rules, article of incorporation, work program); and (C) nine (9) local initiatives are satisfactorily completed (signed contract with promoters, site visit) (b) The Recipient shall, at least four weeks prior to the Midterm Review, furnish to the Bank a separate report describing the status of implementation of each component of the Project and a summary report of Project implementation generally. (c) The Recipient shall, not later than four weeks after the Midterm Review, prepare an action program, acceptable to the Bank, for the further implementation of the Project having regard to the findings of the Midterm Review and, thereafter, implement such action program.

PAP/RAC will provide assistance when establishing the monitoring process and in September or October April each year (or such other time determined in agreement with evaluating the Association) to review, inter alia, the progress of the Project during the first semester of the Fiscal Year. (c) prepare, under terms of reference satisfactory to the Association, and furnish to the Association, or any representative designated by the Association in writing, no later than four (4) weeks before the date of each semi-annual monitoring and evaluation mission: (i) a report integrating the results. The results of the monitoring and evaluation activities performed pursuant process will be reported by the Environment Protection Department to paragraph (a) of this Section, on MAP through PAP/RAC at half-yearly intervals within relevant Half - Yearly Post Project Reports. At the progress achieved in the carrying out end of the Project during the period preceding the date of said report and setting out the measures recommended to ensure the efficient carrying out of the Project and the achievement of the objectives thereof during the period following such date; and (ii) a Project performance report in the format described in the Implementation Manual; (iii) the draft Annual Workprogram and budget for the next calendar year, (iv) the Mid Term Expenditure Framework as updated in accordance with the Annual Workprogram; and such other reports and documents that the Association may reasonably require; and (d) review with the Association, during the semi-annual monitoring and evaluation missions, or such later date as the Association shall requestreporting period, the reports referred to in paragraph (c) of this SectionEnvironment Protection Department will prepare the Final Post Project Report, summarizing the results achieved and benefits identified, indicating problems and lessons learned, and thereafterproposing further activities, take all measures required to ensure the efficient completion of the Projectas appropriate and needed.
