New Position and New Site Vacancies. New position and new site vacancies shall be filled at the discretion of the program manager. New position and new site vacancies shall not be filled through the interview and select process outlined below in the first year of existence. Positions vacated within the first year shall be filled at the discretion of the program manager. Vacancies occurring after the first year shall be filled following procedure set forth in 13.2.1 of this article.
