No Loss of Service Due to Contracting Out. The Union recognizes that the Employer engages sufficient staff and purchases sufficient equipment to maintain a year-round operation and that at times certain projects will require staff and equipment beyond this requirement. In the event this necessity should occur, this will not be a violation of the mutual covenants of this Agreement provided no employee shall suffer a layoff.
