No Prior Costs. Prior to the City’s acceptance of a GMP Proposal, the Job Order Contractor shall not incur any cost to be reimbursed as part of the Cost of the Work related to such GMP Proposal, except as provided in this Contract or as the City may specifically authorize in writing.
