No resolution; process for moving to Step Two. If the parties are unable to reach a resolution at Step One, then Human Resources shall document this information in a dated writing delivered to the grievant, the respondent, and the Association (the “certification”). Human Resources shall deliver the certification as promptly as possible but in any event by no later than ten (10) business days after the filing of the grievance under section 1.7 above.
