Notification of Plan and Transfer. If a landowner intends to transfer ownership, possession, or control of property subject to an approved, yet uncompleted plan, the landowner shall provide a copy of the plan to the intended successor in interest, inform the intended successor in interest in writing of the current status of compliance with the plan, and notify the Village Administrative Authority in writing of the intended transfer. Until such intended transfer is effectuated, the landowner shall continue to be responsible for controlling soil erosion and runoff and complying with the requirements of the approved plan and the standards provided in this Chapter;
