Number of Lots To Be Evaluated. AFSL through Bureau Veritas makes every effort to test each Lot of fireworks that a Shipper designates for testing, and is responsible for maintaining adequate testing personnel to assure that testing is performed in a timely manner. In the event that resource limitations do not permit the testing of all shipments that are the subject of a request, AFSL establishes priorities for testing based on the relative risk of injury associated with the product. Therefore, during certain peak shipping periods, certain categories of products that pose a relatively low risk of injury may not be certified under the program. In such cases, AFSL must notify the Shipper in writing that the Lot cannot be tested, and the Shipper must notify the Importer. The shipment must then be tested by the importer prior to domestic distribution in the United States.

Number of Lots To Be Evaluated. AFSL through its testing laboratory is responsible for testing each Lot of fireworks that a Shipper designates for testing, and is responsible for maintaining adequate testing personnel to assure that testing is performed in a timely manner. In accordance with AFSL’s agreement with the testing laboratory, all requests for testing must be completed as quickly as possible, but in any event within three working days of the date of application. This is of critical importance to program participants given that all shipments of Display Fireworks must be certified before shipment to the U.S. Importer, and unreasonable delays can severely impact Factories’ shipping schedules.
