Operation of the King County TDR Bank. 1. The County’s TDR bank shall hold 200 Regional TDR Credits that meet the requirements of Section II.C.4.b in reserve (“Reserve Credits”) for potential sale into the LIPA to ensure that Local Property Tax Threshold Level 1, as defined in Section IV.C, is satisfied.
