Part-Time Percentage-In-Lieu Entitlement. Part-time employees shall be entitled to vacation pay based upon the applicable percentage provided in accordance with the vacation entitlement of full-time employees and paid on their gross earnings as follows (one [1] year of service equals one thousand, six hundred and fifty [1650] hours):
