Participation Requirement. In order to satisfy and be responsive to this requirement, the Licensee must meet the three (3) percent DVBE Participation requirement, which is attained when: (1) The Licensee is not a DVBE and is committed to use DVBE trade contractors for not less than three (3) percent of the Cost of Work (including alternatives); or (2) The Licensee is a DVBE and is committed to performing not less than three (3) percent of the Cost of Work (including alternatives) with its own forces or in combination with those of other DVBEs.
