Permanency Planning Requirements. 1.1 Local intellectual and development disability authority (“LIDDA”) shall conduct and document permanency planning for individuals under age 22 years enrolling in or currently residing in an intermediate care facility for individuals with an intellectual disability or related conditions or Home and Community-based Services residential setting in accordance with the Health and Human Services Commission rules and the LIDDA handbook.
