PHASE-OUT OF CONTRACT AND CONTINUITY OF SERVICES. 13.1. The Contractor must recognize that services under this contract must continue without interruption and that upon contract expiration, a successor, either the Government or another Contractor, may continue services. The Contractor agrees to exercise its best effort and cooperate effectively in an orderly and efficient transition to any successor contractor.
