Posting and Selection. The Employer will post any vacancies in the bargaining unit for an appropriate period of time and will interview and consider all bargaining unit members who apply. The successful candidate shall be selected on the basis of qualifications, skill and ability, and where equal, seniority shall govern. All bargaining unit members or individuals on the recall list who apply for a vacant position shall be interviewed.
