Presidential Appointment. a. The parties incorporate into this Agreement the following text from the 1966 Statement: The President must at times, with or without support, infuse new life into a department; relatedly, the President may at times be required, working within the concept of tenure, to solve problems of obsolescence. The President will necessarily utilize the judgments of the faculty, but may also, in the interest of academic standards, seek outside evaluations by scholars of acknowledged competence. b. If the President deems it necessary to infuse new life into a department: i. The President shall request the Department Personnel and Budget Committee to search for a faculty member or members having the qualifications designated by the President. ii. If the Department Personnel and Budget Committee fails to recommend a candidate acceptable to the President within a reasonable time specified by the President, the President may make such appointments as he deems necessary to infuse new life into the department.
