Previously Implemented Protection Strategies. BrEiexhfilbyit dAescribe any risk-reduction plans or strategies previously developed and/or implemented to protect the drinking water source area(s). The three cities have taken steps to protect their water systems from excessive suspended sediment and turbidity primarily by (a) shutting off intakes during high turbidity periods (Toledo, Siletz, and Newport), (b) seasonal use of the Siletz River (Toledo and Newport), and (c) use of a storage reservoir (Toeldo and Newport) or tank (Toledo and Siletz) to increase capacity. These operational strategies manage the problem but do not address the underlying cause of the problem. These solutions also have an economic cost associated with them that could be reduced through a combination of better monitoring and decreased suspended sediment levels in the Siletz River resulting from improved watershed conditions. The Project Partners have a long history of developing and implementing protection-related activities in the Siletz Subbasin. These efforts include stream and riparian restoration, water quality monitoring, community outreach and education, and invasive species control funded through a variety of federal, Tribal, state, and local and private funds coupled with volunteer efforts. The Partners have collaborated on numerous projects and have routinely shared information, technical advice, and resources. This proposal demonstrates the strong partnership between the Project Partners and the municipalities that has evolved and is focusing on comprehensive drinking water protection.
