PROFESSIONAL NEGOTIATIONS PROCEDURES. 16.1 The Employer and Association may, upon mutual agreement, negotiate matters not specifically covered by this Agreement, which shall require ratification prior to implementation. 16.2 The Employer and Association are to begin negotiations for a successor Agreement no later than sixty (60) days prior to expiration of this Agreement. 16.3 The Employer and Association agree to meet to discuss the operation of the Agreement and other matters pertaining to the operation of the school system and to teaching conditions when either side deems it necessary. 16.4 Neither party in any negotiations shall have any control over the selection of the negotiating or bargaining representative of the other party. The parties mutually pledge that their representative will be clothed with all necessary power and authority to make proposals, consider proposals, and to make concessions in the course of negotiations. 16.5 There shall be at least four signed copies of any final Agreement. One copy shall be retained by the Employer, two by the Association, and one by the Superintendent.
