PROGRESS PAYMENTS FOR PRE-CONSTRUCTION SERVICES. On or about the first day of each calendar month during the course of the Contract, the Contractor shall submit to the Owner an itemized Application for Payment, supported by such data substantiating the Contractor's right to payment as the Owner may require. Payments shall be based upon work actually performed during the preceding calendar month.
