Project Institutional and Implementation Arrangements. A. Institutional Arrangements
1. The Recipient, through the MOPIC and the MOSD, as the case may be, shall carry out the Project with due diligence and efficiency in conformity with appropriate administrative, financial, technical, procurement, Environmental and Social Standards and practices, and in accordance with the Environmental and Social Commitment Plan (“ESCP”) and the Operations Manual (“OM”), as applicable, and shall promptly provide the funds, facilities, services and other resources required for the Project.
2. The Recipient shall vest in MOPIC the overall responsibility for the coordination, monitoring, and evaluation of the Operation. To this end, the Recipient shall, through MOPIC, maintain at all times during implementation of the Operation, the Program Management Unit (“PMU”), including a coordination team lead and a technical officer, each with terms of reference, mandate, composition, and resources satisfactory to the Bank, to be responsible for: (i) the overall management, coordination, reporting, monitoring, and evaluation of Program implementation; (ii) hiring, and interfacing with independent verification agencies, as needed; (iii) carrying out assessments of ministries’ and agencies’ implementation of Program activities; (iv) carrying out the technical audits; and
