Promotion Decision. The Xxxx shall, in the case of a positive decision, so recommend to the President, who in turn shall make a recommendation to the Board. In the case of a negative decision, the Xxxx shall communicate that decision in writing to the candidate, and provide a full report on the procedures followed and the reasons for the negative decision, including the weight given to outside assessments. A decanal decision to promote is not open to appeal.
