Promotions or Appointments to Permanent Staff. Providing qualifications are sufficient to perform the required duties, the applicant with the most seniority in the Bargaining Unit shall be appointed to the position within thirty (30) days after the closing date of the bulletin. Qualifications shall include experience, education, and applications of skills, knowledge, and ability accepted by the Employer.
