Proposed Policy Changes. 3.1 The keys elements of change in the revised policy: Banding changes from 5 bands to 3 – Banding 1 and 2 are linked to changes in Homeless Reduction Act and the duties of the Local Authority, the 3rd band is applicable to everyone else wishing to apply for social housing.
