Protective Devices; Telecommunications Circuit. (a) Not later than one hundred and twenty (120) Days prior to the Commercial Operations Date and in any event before any Net Delivered Energy is delivered from the Complex to the Interconnection Point, the Seller shall at its own cost and expense procure and shall have installed and have operational the following equipment:
