Providing Assistance. (1) The competent authority of the Party affected by a disaster may request assistance from the competent authority of the other Party. Assistance may include rescue teams and individual experts, protection and rescue equipment, and humanitarian aid.

The parties agree that when an authorized representative of the Recipient contacts an authorized representative of the Provider, the Provider will assess its local resources to determine the availability of requested personnel, including the feasibility of deploying the same. Provider agrees to communicate information about the availability of resources to the Recipient as promptly as possible.

It is agreed that each participating agency has a primary responsibility to its own governing body and maintaining protection of its local area and each agency agrees to send resources to each other’s aid as local circumstances may permit. Providing assistance under this agreement is therefore not mandatory and provided at the sole discretion of the responding agency.

The request for assistance referred to in paragraph 1 of this Article must contain information on the type and scope of the required assistance, information on the institutions and people with whom contact is to be established and which are responsible for accepting particular types of assistance, and a proposal for the manner of providing assistance. In addition to the information referred to in paragraph 2 of this Article, a request for humanitarian aid in the form of medication and medical devices must include a list of all the necessary documents required by the receiving State for medication and medical devices crossing its borders.

Police officers of the Lakewood Police Department will provide assistance to any law enforcement agency conducting business in the City that has requested appropriate and reasonable assistance.
