PUBLIC INFORMATION ACT NOTICE. Bidders/Offerors/Contractors should give specific attention to those portions of their bid/proposal /contract which they deem to be confidential or proprietary information, or trade secrets and provide justification why such materials, upon request, should not be disclosed by the State under the Access to Public Records Act of the Maryland Code Annotated, State Government Article, §§ 10-611 through 10-628. The justification in support of non-disclosure must accompany the PIA copy of the bid/proposal/contract. Upon request for information from a third party, the Procurement Officer is required to make an independent determination as to whether the information may or may not be disclosed. A blanket statement by a Bidder/Offeror/Contractor that its entire bid/proposal/contract is confidential or proprietary is unacceptable.
