Purpose and Authority. Section 1: Purpose. The purpose of this agreement is to promote and improve relations between the City, its employees and the Union in order to provide the most efficient service to the citizens of the City of Lewiston. It is recognized by the parties that the City is under no legal obligation to bargain with the union, nor to enter into this agreement, but that it does so voluntarily for the purposes stated above.
