Rearrangement and Reconversion Costs a. Costs incurred for ordinary and normal rearrangement and reconversion of facilities that do not constitute construction (i.e., rearrangement and reconversion costs aggregating $25,000 or less) to adapt space or utilities within a completed structure to accomplish the objectives of the award, are allowable and approved, provided the: 1. building has a usable life consistent with project purposes and is architecturally suitable for conversion; 2. rearrangement and reconversion costs are essential to the project supported by the award; and 3. space involved will be occupied by the project. In situations where the space is rented, in order for the costs of the rearrangement and reconversion to be allowed, the awardee must secure a lease for the length of the project. b. Rearrangement and reconversion costs exceeding $25,000 require NSF prior written approval via use of NSF’s electronic systems. Appendix II of 2 CFR § 200 contains provisions that must be included in contracts made by the awardee.

Rearrangement and Reconversion Costs. Costs incurred for ordinary and normal rearrangement and alteration of facilities are allowable as indirect costs. Special arrangements and alterations costs incurred specifically for a Federal award are allowable as a direct cost with the prior approval of the LWC. Costs incurred in the restoration or rehabilitation of the Subrecipient’s facilities to approximately the same condition existing immediately prior to commencement of Federal awards, less costs related to normal wear and tear, are allowable. 2 CFR 200.462
