Recognition and Representation. Section 1.1 The City recognizes the Union as the sole and exclusive bargaining representative for all permanent, full-time employees and all non- uniformed permanent, full-time, non-supervisory employees in the Police Department. Excluded from recognition are all management, supervisory, and appointed personnel together with all probationary personnel during the first three months in those departments, including but not limited to the Director and Deputy Director of Public Works, the City Arborist, Operations Supervisors, Supervisors of the Public Works Department, and other Public Works Division Supervisors, Police Department Services Supervisor, employees of the CityClerk’s Office, Administrative Coordinators, Administrative Assistants, Customer Service and Account Clerks, City Engineer, Engineering Technicians, and all employees included in other recognized bargaining units.
