Release Time for Non-Disciplinary State Personnel Board Hearings. Upon five (5) working days advance notice, the State shall provide reasonable time off without loss of compensation for a reasonable number of employees to attend non-disciplinary hearings conducted by the California State Personnel Board during the employee's normal work hours provided that the employee is either (1) a party to the hearing proceedings, e.g., an appellant, or (2) is specifically affected by the results of the hearing and has requested and been approved by the State Personnel Board and the department to appear or testify. Department approval shall not be unreasonably withheld.
