Reports and Reviews. 18.1 The Recipient will provide to KCC: 18.1.1 An monthly update report detailing the current position in relation to the delivery of individual projects as identified in the Pathfinder project plan as set out in Schedule 3; 18.1.2 A detailed year end financial statement, setting out and accounting for the use of the Capital Grant. 18.2 The Recipient shall provide KCC with information relating to the completion of individual projects including details of any opening ceremonies, press coverage or possible delays to any project delivery dates; 18.3 The Recipient shall meet with the KCC’s Authorised Representative if required by the KCC to review the progress of the development of the Play Space. Where KCC identifies shortfalls against progress and/or delivery, KCC will specify the timescale for remedy and the Recipient will prepare an action plan specifying how such shortfalls will be remedied within that timescale. 18.4 If the Organisation experiences any difficulties in achieving the targets or objectives set, KCC’s Authorised Representative must be informed immediately in order that possible solutions can be discussed and agreed. 18.5 The operation of the Agreement shall be formally reviewed by the parties on a date to be agreed. Site description Park is approximately 120 acres on the edge of the Norh Downs. It is home to the Arrow Riding Centre for the Disabled and includes a scheduled ancient monument and newly created orchards. There are also grazing paddocks and rare plant habitats. The site has cycle paths, a natural pond, a picnic area and is well used by Arrow Riding Centre for the Disabled. There is residential housing close by as well as 4 schools. Development proposal The proposals for this site will aim to take on board the parks environment, incorporating the existing levels as part of the experience and natural materials such as boulders, logs and felled trees. Planting as part of the scheme will allow the proposal to blend with the surroundings and incorporate the opportunity to see wildlife attracted to the area by the plants as part of the overall experience. This type of play will provoke a child’s senses and encourage greater use of imagination to create an interesting play atmosphere. This space will allow children to manipulate their surroundings to invoke different play experiences to those offered by traditional play spaces. Materials and planting will play an important part of this process as they stimulate the five senses and will cause varying reactions from different children. Needs/justification Dartford Play Strategy, Open Space Study and Leisure Survey Design for play protection against vandalism environmental impact use of natural materials. Issues re The site is open 365 days a year and can be accessed by car, bus, environment, bicycle and walking. transport, access, maintenance Maintenence will be the responsibility of Dartford Borough Council.
