Review of Report. If, following the employee’s explanation, the supervisor determines that a test is still required, he/she shall submit a copy of his/her report to their commanding officer (Lt. or above in rank). The commanding officer shall evaluate the report and explanation of the reason for requesting testing, and shall hear the employee’s explanation for his/her behavior (if any) and the commander shall then determine if there is reasonable basis for the test.
