Review of Report. If, following the employee’s explanation, the shift commander determines that a test is still required, he shall submit a copy of his report to the Fire Chief. The Fire Chief shall evaluate the report and explanation of the reason for testing, and shall hear the employee’s explanation for his behavior/action/appearance, if any, and the Fire Chief shall then determine if there is reasonable suspicion for the test. If, however, the Fire Chief is unavailable, the Deputy Fire Chief or shift commander shall have the authority to act in his behalf.
