A list of documents that were used by the Local Working Group in developing this document is included as Appendix B. Following completion of the Draft of this document, the Local Working Group provided an opportunity for interested individuals to submit comments. Only one comment was submitted during that timeframe. It is included in its entirety in Appendix C.
