Common use of Scope of Works Clause in Contracts

Scope of Works. (1) The Permanent and Temporary works shall comprise the Design and Construction of all Works and services necessary to complete the Redevelopment project complete as per Agreement, which include all or parts the following: (i) Survey and Investigation including Soil/ ground Investigations, Topographic Survey, Existing Building Structures (EBS) Survey, Utilities Investigation, Existing Water Xxxxx/bore xxxxx Investigation as necessary, and (ii) Site clearance, including tree felling, tree transplanting, and the fencing, barricading and securing of the site areas and works areas, and (iii) Pre-condition surveys and reports for, and instrumentation & monitoring and protection of Existing Building Structures(EBS), including rebuilding, strengthening/ repairing or restoration of any adjacent structures, and (iv) The demolition and slicing (wherever required) of existing buildings, and other structures as necessary for the permanent and temporary Works and as approved by the Authority, and (v) The surplus excavated material (that cannot be used in the Works), shall be treated as Contractor’s property. The Contractor shall be free to take away and make use of this surplus spoil (including rock spoil) in the manner he wishes to. The muck/ spoil that is acceptable and can be used at a later stage in the Works, shall be temporarily stockpiled in a dumpsite as proposed by the Contractor and agreed by the Engineer and the concerned regulating authorities. The surplus muck/spoil (soil/spoil/material/building debris), which is not acceptable or cannot be accommodated for use in the Works or cannot be made use of by the Contractor for his own purpose, shall be disposed of in approved dumping area(s) ,as per the Stipulations in Authority’s Requirements and other Agreement documents, including compaction to the desired levels to the satisfaction of the Engineer, and (vi) Underground and above ground ancillary structures/ facilities including ventilation shafts, plant rooms (including that for chillers plants, Cooling towers, air-cooled chillers, DG sets, water tanks and pumps)etc, and (vii) Location, diversion (both temporary and permanent), Protection, temporary support and reinstatement/relocation of charted and uncharted utilities to the satisfaction of the concerned Utility Company/ authority and Engineer, and (viii) Traffic management and road works, both temporary and permanent including diversions of roads and footpaths, temporary decking, pedestrian walkways, subways and footbridges, and restoration of pavements and road facilities, etc,and (ix) Identification, monitoring, protection and/or removal of existing water xxxxx, and (x) All Temporary works necessary (including casting yard and batching plants) and equipment etc, and (xi) Water, sewer and drainage works at station including channels, drains, sumps, pumps, ejector pumps, piping, floor traps and floor wastes and its accessories complete in all respects and as per the Agreement stipulations, and (xii) Installation of LV and MV supply routes cable galleries/ cable ways/ inserts to fix for all the cableways/ cable trays, or equipment; and (xiii) Supply, installation and functional testing of earth mat and embedded earthing cables etc, and (xiv) Water Supply System, which shall include potable water system, water system for firefighting, cooling water make up system, water supply system for plant and equipment, water supply system to toilets, storage tanks etc. and as per Agreement stipulations, and (xv) Design, manufacture, supply, install, testing and commissioning of Generators to be located at appropriate locations, AMF Panels and Fuel tanks for essential loads and as per the Agreement Stipulations, and (xvi) Design, manufacture, supply, install, testing and commissioning of Power supply arrangement to UPSs with dual Battery Banks from the Main Distribution Board / Emergency Distribution Boards up to the incoming breakers / switches including, power and control cables of required length, Grade and size and cable containment including termination at both ends and as per the Agreement Stipulations ,and (xvii) Design, manufacture, supply, install, testing and commissioning of Uninterruptible Power Supply (UPSs) with dual Battery Banks and UPS DB and as per the Agreement Stipulations, and (xviii) Design, manufacture, supply, install, testing and commissioning of Normal / Emergency/ UPS Power supply to M&E SCADA , BMS SCADA , PST SCADA Systems ( where applicable) from the Main Distribution Board / Emergency Distribution Boards up to the incoming breakers / switches including, power and control cables of required length, Grade and size and cable containment including termination at both ends and as per the Agreement Stipulations, and (xix) Design, manufacture, supply, install, testing and commissioning of Normal and Emergency Power supply arrangement for station services viz. Signage, hand rail guide lights (with UPS power supply) for Staircases, from the Main Distribution Board / Emergency Distribution Boards up to the incoming breakers / switches including, power and control cables of required length, Grade and size and cable containment including termination at both ends and as per the Agreement Stipulations , and (xx) Design, manufacture, supply, install, testing and commissioning of Normal and Emergency Power supply arrangement for station (including subways) to Fresh Air system, Compressors of pneumatic air dampers etc. MCC, Control panels, Compressors and AHUs from the Main Distribution Board / Emergency Distribution Boards up to the incoming breakers / switches including, power and control cables of required length, Grade and size and cable containment including termination at both ends and as per the Agreement Stipulations, and (xxi) Design, manufacture, supply, install, testing and commissioning of Normal and emergency Power Supply to Signal, Telecom, equipment; including, power and control cables of required length, Grade and size and cable containment including termination at both ends and as per the Agreement Stipulations , and (xxii) Design, manufacture, supply, install, testing and commissioning of Power supply to Domestic water Pump system, motor control centre including, power and control cables of required length, Grade and size and cable containment including termination at both ends and as per the Agreement Stipulations ,and (xxiii) Design, manufacture, supply, install, testing and commissioning of Normal and Emergency Power supply to Lifts and Escalators including, power and control cables of required length, Grade and size and cable containment including termination at both ends and as per the Agreement Stipulations, and (xxiv) Design, manufacture, supply, install, testing and commissioning of Power supply arrangement for station Security equipment viz. Baggage scanners, Metal Detector System, Monitors and recording equipment, Battery Charging facilities for Hand held scanners etc. at the Concourse entrances including, power and control cables of required length, Grade and size and cable containment including termination at both ends and as per the Agreement Stipulations, and (xxv) Design, manufacture, supply, install, testing and commissioning of Low voltage cabling including termination at both ends up to switchboards / Motor control centers of Fire water supply and firefighting pumps including, power and control cables of required length, Grade and size and cable containment including termination at both ends and as per the Agreement Stipulations,and (xxvi) Design, manufacture, supply, install, testing and commissioning of Light fixtures, wall fans, exhaust fans and other such electrical installations as per the Agreement Stipulations , and (xxvii) Design, manufacture, supply, install, testing and commissioning of system and equipment required for EMC and Step potential Mitigation and as per the Agreement Stipulations, and (xxviii) Design, manufacture, supply, install, testing and commissioning of Earthing and Bonding System as per the Agreement Stipulations; and (xxix) Design, manufacture, supply, install, testing and commissioning of Lightning Protection System and as per the Agreement Stipulations, and (xxx) Design, manufacture, supply, install, testing and commissioning of Addressable Automatic Fire Alarm System c/w Smoke and Heat detectors complete with all accessories and as per the Agreement Stipulations, (xxxi) Design, manufacture, supply, install, testing and commissioning of Hose reel System, Fire Hose cabinet and all accessories and as per the Agreement stipulations, and (xxxii) Design, manufacture, supply, install, testing and commissioning of Sprinkler System for non-public areas and non-electrical rooms of the station, complete with all accessories and as per the Agreement Stipulations, and (xxxiii) Design, manufacture, supply, install, testing and commissioning of Fire Extinguishers (Fire detection and suppression system) complete with all accessories including all other control and safety services within the station etc. and as per the Agreement Stipulations; and (xxxiv) Design, manufacture, supply, install, testing and commissioning of Cable containment and accessories for Fire Protection system cables xxxxx the Agreement Stipulations ; and (xxxv) Design, manufacture, supply, install, testing and commissioning of Main Alarm Panel and Repeater Panel, Sub-Alarm Panels and Mimic panels, Fireman’s Plan Box as per the Agreement Stipulations ; and (xxxvi) Design, manufacture, supply, install, testing and commissioning of Addressable Manual Call Points Alarm bells, strobe lights, beacon lights and emergency signage Alarm bells, high power illuminator, Visual notifications and emergency signage as per the Agreement Stipulations ; and (xxxvii) Design and construction interfacing for Air Conditioning and Mechanical Ventilation systems and station (including subways) ventilation systems including elements of the fire detection and firefighting systems etc.; and (xxxviii) Temporary ventilation, air conditioning, plumbing and lighting in station (including subways), and ancillary structures etc., and (xxxix) Design, manufacture, supply and installation of signage systems; and (xl) Provision of intermodal transport facilities, including bus bays and drop off areas and car and two /three xxxxxxx parking at stations (wherever required), and (xli) Survey instrumentation, ground treatment, ground and building monitoring, risk analysis, settlement prediction, underpinning and protection to existing buildings and structures wherever required, preventative and corrective actions, pre-conditional surveys of Environment Baseline Survey (EBS) and reports ; and (xlii) Construction and maintenance of the site office for the Engineer’s staff, complete in all respects as per the details given in the Authority’s Requirements/ Agreement documents to the satisfaction of the Engineer and the location as suggested by the Authority/Engineer for the duration of Agreement, including connection to mains electricity, water, sewerage, drainage, broadband and telephone, landscape, street furniture etc. ;and (xliii) Construction and maintenance of new and existing roads and diversions, including restoration to original condition; and (xliv) Removal, storage and reinstatement of road furniture such as street lighting, traffic signals, bus shelters/stands, footpaths including stone xxxxx, boundary walls, horticulture works, and any other work to restore the site to its original condition as stated in the Agreement as per current standards and site requirements, as and when possible; and (xlv) Retention of those utilities chosen by the Contractor or as approved/agreed by the utility authority and Engineer, transportation and safe-keeping of retrieved material at the stores of utilities department, trial pits or other investigations prior to diversion works and restoration of road prior to construction of station. (xlvi) Other works as stated or implied in the Authority’s Requirements, Outline Design and Outline Construction Specifications and Authority’s Drawings etc. (2) The Contractor shall be responsible for obtaining approval for the designs of the station and structures (both underground and above ground) by all relevant Railway and civic authorities having jurisdictional authority, wherever required. (3) The Contractor shall be responsible for obtaining relevant certificates or clearance from Railways, Local civic Authorities including Fire Services, wherever required.

Disposal of existing buildings, and other structures as necessary for the permanent and temporary Works and as approved by the Authority, and (v) The surplus excavated material (that cannot be used in the Works), shall be treated as Contractor’s property. The Contractor shall be free to take away and make use of this surplus spoil (including rock spoil) in the manner he wishes to. Identification of disposal sites and obtaining necessary statutory approvals will fall within the Contractor’s scope of works ; and 5. The Contractor shall be responsible for identifying dumping sites to dispose excavated muck/spoil without any extra cost. The Contractor has to obtain all required permissions from various authorities and a prior Notice/permission from the Engineer for their proposed dumping site as specified. The Employer may direct the contractor to dispose the muck/ spoil to designated sites within 40 KM from the work site. If so directed, the Contractor shall dispose the muck/ spoil to the designated siteat no extra cost to the Employer. The Employer may direct the Contractor to bring/utilise the muck/ spoil of specified quality from designated site within 40 KM from the work site. If so directed, the Contractor has to bring/utilise the muck/ spoil to work site at no extra cost to the Employer. 6. Bridges along the main alignment shall be of 4 + 4 lanes, twin viaduct structure having 18m width each as shown in the Employer’s Drawings; and 7. The Design and construction of bridge structures shall include but not limited to viaduct segment, Bearings, Pier cap, pier, pile and pile cap/spread footing, crash barrier, maintenance corridor MS Coated with FRP, Emergency Rescue Area with Office and all other associated enabling civil works for lighting; and 8. Tenderers may modify the span arrangements, duly considering the site constraints. Tenderers may also modify the method of construction of the bridges. These should be explained in their Technical proposal; and 9. Pier protection barriers shall be provided as approved by the Engineer; and 10. Construction of at-grade road using concrete type pavement for carriageway and flexible type of pavement for hard shoulder, if any; and 11. The works related to ground improvement works. The Contractor shall be fully responsible for the design (vitemporary/ permanent works), construction, testing, monitoring and maintenance of the ground improvement works; and 12. Construction of a temporary jetty shall be as per the requirement of site and the design shall be as per the instruction of Engineer in charge. The temporary jetty shall be supported on piers and no reclamation is permitted. 13. Bathymetry Survey shall be carried out along the proposed alignment. The area to be surveyed shall extend from the existing coast line to a distance of not less than fifty (50) meters beyond the control line of the proposed work. 14. Survey lines for the bathymetric survey of the creek bed, upon which the revetments will be founded, shall be run along the toe line of the revetments at 5 meter interval. Additional survey lines shall be undertaken, if necessary, to provide a sufficiently accurate portrayal of the creek bed. 15. Appropriate identification, procurement, transportation, stockpiling, testing and monitoring of all of the rock materials and associated quarry products. 16. Supply of all specified materials, providing all labour, equipment and plant. 17. Auxiliary utilities systems for bridges, roads and Control buildings includingemergency lighting and power; and 18. Cable trays and ducts for project Contractors in roads and bridges; and 19. Wearing course over bridge and interchange structures; and 20. Drainage channels, sumps, pipes and pumps within roads and bridges sections; and 21. Drainage network along the road, proposed extension of cross drainage across and its connect to existing cross drainage; and 22. Construction of Cross Drainage works, a minimum of 12 nos. of box culverts asindicated in the Employer’s Drawings. 23. Underground and above ground ancillary structures/ facilities including ventilation shafts, plant rooms (including that for chillers plants, Cooling towers, air-cooled chillers, DG sets, water tanks and pumps)etc, structures like control rooms; and (vii) 24. Location, diversion (both temporary and permanent), Protectionprotection, temporary support and reinstatement/reinstatement/ relocation of charted and uncharted utilities to the satisfaction of the concerned Utility Company/ authority and Engineer, Company; and (viii) Traffic management and road works25. Provision of bus bays, both temporary and permanent including diversions as indicated in the Employer’s Drawings; 26. Reinstatement of roads and footpaths, temporary decking, pedestrian walkways, subways and footbridges, and restoration of pavements and road facilities, etc,external works areas in accordance with Volume 3 Section D9; and (ix) Identification, monitoring, protection and/or removal of existing water xxxxx, and (x) 27. All Temporary works necessary (including viaduct segment casting yard and batching plants) and equipment etcequipment, including the segment launching system and equipment; and (xi) 28. Water, sewer other utilities and drainage works at station including channels, drains, sumps, pumps, ejector pumps, piping, floor traps and floor wastes and its accessories complete in all respects and as per the Agreement stipulations, works; and (xii) Installation 29. A RCC utility duct of LV minimum internal size of 2m x 2m shall be provided along the alignment within at-grade section; and 30. MEP, Disaster Management Devices and MV supply routes all other control and safety services within the road, interchanges and bridge structures; and 31. Make all provisions for accommodating the requirements for cable galleries/ galleries/cable ways/ ways/inserts to fix for all the cableways/ cable trayscableways, or equipmentequipment at the road, interchanges and bridge structures; and (xiii) 32. Supply, delivery, installation and functional testing of earth mat and embedded earthing cables etc, cables; and (xiv) Water Supply System, which shall include potable water system, water 33. Monitoring system for firefighting, cooling water make up system, water supply system for plant and equipment, water supply system to toilets, storage tanks etc. and as per Agreement stipulations, all equipment provided by this Contract.; and (xv) 34. Operation management and control system including bus bays and drop off areas and car and two /three xxxxxxx parking at stations (wherever required), operating procedures; and (xli) 36. Survey instrumentation, ground treatment, ground and building monitoring, risk analysis, settlement prediction, underpinning and protection to existing buildings and structures wherever required, preventative and corrective actions, pre-pre- conditional surveys of Environment Baseline Survey (EBS) and reports reports; and (xlii) 37. Construction and maintenance of the site office at location in the proximity of the Project area for the Engineer’s staff, staff complete in all respects as per the details given in the AuthorityEmployer’s Requirements/ Agreement documents Requirements to the satisfaction of the Engineer and the location as suggested by the Authority/Engineer for the duration of AgreementContract, including connection to mains electricity, water, sewerage, drainage, broadband broadband, Wi-Fi and telephone, adequate number of specified version of desktop/Laptop for Employer, landscape, street furniture etcand two 7 seater air conditioned new vehicles including all for the Employer’s 24x7 use. ;The location and plan of the office shall be discussed and approved by the Engineer; and (xliii) 38. Construction and maintenance of new and existing roads and diversions, including restoration to original condition; and (xliv) 39. Removal, storage and reinstatement of road furniture such as street lighting, traffic signals, bus shelters/stands, footpaths / shifting of trees including stone xxxxx, Promenades, boundary walls, horticulture works, and any other work to restore the site to its original condition as stated in the Agreement Contract as per current standards and site requirements, as and when possible; and (xlv) Retention of those utilities chosen by the Contractor or as approved/agreed by the utility authority and Engineer, transportation and safe-keeping of retrieved material at the stores of utilities department, trial pits or other investigations prior to diversion works and restoration of road prior to construction of station. (xlvi) 40. Other works as stated or implied in the AuthorityEmployer’s Requirements, the Outline Design and Outline Construction Specifications and Authoritythe Employer’s Drawings etcDrawings. 41. All Temporary Works required for the construction of the Works including, but not limited to, traffic diversions to allow uninterrupted flow of traffic in and around the Site, shall be provided by the Contractor at his own cost and remove after completion of permanent works. 42. All Enabling Works required for the construction of the Works including working platforms in mangroves and creek, casting yards, temporary jetty and temporary access roads shall be provided by the Contractor at his own cost and remove after completion of permanent works. 43. Interface with Interfacing Contractor, Traffic Control Management Contractor for road, Interfacing Agencies with whom the Contractor shall co-ordinate all interface requirements at design stage, and during his construction and integrated testing activities. (2) The Contractor shall be responsible for obtaining approval for the designs of the station and structures (both underground and above ground) by all relevant Railway and civic authorities having jurisdictional authority, wherever required. (3) The Contractor shall be responsible for obtaining relevant certificates or clearance from Railwayslocal Authorities & other authorities, Local civic Authorities including Fire Services, wherever if required. (3) Tenders shall quote in accordance with the Employer’s Requirements, the Employer’s Drawings and the Outline Specifications. Instead, for part of the work(s), the tenderers may also quote their own proposal fully satisfying the Employer’s Requirements and Outline Specifications of construction and design. The tenderer is expected to explain this in detail in their technical proposal.
