In that year, 11,219 sets on dolphins were registered with an average mortality of 0.06 per set, which is lower than the rate registered in 2015. 100% of the trips made by large purse-seine vessels has been sampled in accordance with AIDCP requirements. Dolphin Mortality Limits (DMLs) of 50 dolphins were allocated to 98 vessels with an average mortality of 7.4 per vessel. The Chairman highlighted the achievements of the AIDCP and asked that all the participants in the program be congratulated: governments, fishers, industry and environmental NGOs.

Xxxxxxx Xxxxxxxxxx, of the Secretariat, presented Document MOP-24-05, noting that in 2010 100% of trips by purse-seine vessels of more than 363 metric tons carrying capacity, in accordance with the re- quirements of the AIDCP, and the IATTC program sampled 60% of these. Dolphin Mortality Limits (DMLs) were assigned to 87 vessels that requested them, and no vessel exceeded its DML. The estimato of the incidental mortality of dolphins in the fishery in 2010 was 1,170 animals, a reduction of 5.9% com- pared to the mortality of 1,239 dolphins recorded in 2009. There were no questions or comments from the delegations.
Secretariat’s report on the IDCP. Xx. Xxxxx introduced Document MOP-13-05a, the annual report on the International Dolphin Conservation Program. The EU inquired about the apparent increase in the mortality of common dolphins during the period covered in the report. Xx. Xxxxx indicated that this was a species not frequently associated with the purse- seine fishery for tunas in the EPO, and that its mortality fluctuates from year to year. The EU also commented on the poor rate of reporting for the weekly At-Sea Reports by the fleets of some of nations.
Secretariat’s report on the IDCP. Dr. Xxxxxx Xxxx, of the Secretariat, presented a preliminary report of the IDCP operation in 2015. For May 2015, observers have recorded 4,356 sets on dolphins and a mortality of 246 dolphins, for an average mortality per set of 0.06, which is less than the one registered in 2014. 100% of trips by large purse-seine vessels were sampled, in accordance with the requirements of the AIDCP. Dolphin Mortality Limits (DMLs) of 50 dolphins per vessel were allocated to 98 vessels. The Parties noted that the average incidental mortality per set recorded so far in 2016 is the lowest in recent years, and that success is a merit to all stakeholders (vessel owners, governments, fishermen) and should be publicize as achievements as well as the considerable reduction in infractions.
Secretariat’s report on the IDCP. Xx. Xxxxx presented the salient information contained in Document MOP-15-05, the annual report on the International Dolphin Conservation Program. Mexico noted that the estimates of abundance of various dolphin species, shown in table 2 of this document, were preliminary values which have not been accepted by the Parties. Mexico also noted that the significant decrease in dolphin mortality, which the report attributes to actions by the fishermen, is also due to the success of the AIDCP itself. The European Union commented that the weekly reporting rate from vessels at sea, noted in section 3.3 of the report as 89%, should be improved. The EU also suggested that a handbook containing all relevant AIDCP rules might be a useful document. The U.S. delegation observed that such a handbook would be quickly out of date and that the website was a better way to keep current with all relevant AIDCP matters.
Secretariat’s report on the IDCP. ‌‌ Dr. Xxxxxx Xxxx, of the Secretariat, presented Document MOP-21-05. He noted that the reduction in the mortality per set is the result of actions by the fishermen to control the factors that cause the incidental mortality of dolphins. Indicative of this effort are the number of sets without mortalities, which in 1986 was 38% and in 2008 92%, and the number of dolphins that remain in the net after backdown, which had fallen from an average of 6.0 in 1986 to 0.1 in 2008. Various delegations expressed their satisfaction with the continued success in the protection of dolphins, noting that the Agreement is fulfilling its objectives, and that there is increasing evidence that the populations are recovering. The United States noted that there is too much uncertainty in the abundance estimates for the populations, and encouraged working with his country’s National Marine Fisheries Service in the population assessment cruises in order to improve population estimates.
