Section 136(d. (1): ‘‘The termUnited States person’ means a person which—(E) with respect to the contract under sub- section (c) of this section, has achieved a total business volume equal to or greater than the value of the project being bid in 3 years of the 5-year period before the date specified in subparagraph (C).’’ Definitions of purposes of Section 136 de- termination of eligibilityDepartment of State 652.237–73 3 years of the 5-year period before the date specified in subparagraph (C) means the three to five calendar year period immediately preceding the issuance date of this solicita- tion. Total business volume means the U.S. dollar value of the gross income or receipts re- ported by the prospective offeror on its an- nual federal income tax returns. Years means calendar years. Question 5: Describe in an Attachment to this Statement (see L.1.3.5), for at least three of the five twelve-month income tax periods (fiscal years) defined below, the gross re- ceipts of the organization seeking eligibility.
