Section 2.2. 30 The right to make reasonable rules and regulations shall be considered acknowledged functions of the 31 District. In making rules and regulations relating to personnel policies, procedures and practices, and 32 matters of working conditions, the District shall give due regard and consideration to the rights of the 33 Association and the employees and to the obligations imposed by this agreement. 34 35 36 37 ARTICLE III 38 39 RIGHTS OF THE EMPLOYEES 40 41 Section 3.1. 42 It is agreed that all employees subject to this agreement shall have and shall be protected in the 43 exercise of the lawful right, freely and without fear of penalty or reprisal, to join and assist the 44 Association.
