Expenditure subcategories can in principle be broken down into individual expenditure items or classes of expenditure items with the same or similar characteristics. The form and nature of the supporting evidence (e.g. a payment, a contract, an invoice etc) and the way expenditure is recorded (i.e. journal entries) vary with the type and nature of the expenditure and the underlying actions or transactions. However, in all cases expenditure items reflect the accounting (or financial) value of underlying actions or transactions no matter the type and nature of the action or transaction concerned.

The form and nature of the supporting evidence (e.g. a payment, an agreement, an invoice etc.) and the way expenditure is recorded (e.g. journal entries) vary with the type and nature of the expenditure and the underlying actions or transactions. However, in all cases expenditure items should reflect the accounting (or financial) value of the underlying actions or transactions, whatever the type and nature of the action or transaction concerned. Value should be the principal factor used by the Auditor to select ex- penditure items or classes of expenditure items for verification. The Auditor selects high-value expenditure items to ensure an appropri- ate coverage of expenditure.

Overtime will be offered to Employees who are actually at work at the time such request is made. The Employees with the least credited overtime hours in the classification will be offered the overtime opportunity first. Any Employee who changes classification, department or shift shall be credited with the average number of hours in the classification to which he enters. Equalization charts will be re-set to zero each January. Any Employee placed on an overtime roster to hire, recall, reclassification or return from sick leave is to be charged with the average number of hours charged against the Employees in the work area who are in the same classification. Where the overtime opportunity is lost to the classification (ie. A Welder doing Master Painter overtime), the Employee will be entitled to payment as if he had worked the overtime opportunity. If the Employee has been bypassed in the administration of an equal opportunity, arrangements will be made by the Company to offer the equivalent amount of overtime within one (1) week period from the date of complaint, or pay the Employee the amount owed as if he/she had worked the overtime opportunity.
