Selection from Outside the Bargaining Unit. The Employer reserves the right to hire persons outside of the bargaining unit in the event that: a) No employee applies for the position within seven (7) calendar days of the posting; b) No employee who applies for the position possesses the required qualifications to fill the permanent vacancy immediately; and c) No employee who is on layoff possesses the requisite degree of knowledge, education, skills, abilities, and qualifications to fill the permanent vacancy immediately as determined by the Employer.
