Shoulder Blading. Replace material as necessary. Blade and shape the entire width of the shoulder to drain the paved or aggregate surface. The shoulder material shall be moistened if necessary to ensure reasonable compaction and graded flush with the pavement or aggregate edge. The entire shoulder shall be fully compacted.
