SPECIAL RULES FOR ALL HIGHWAY OPERATIONS. Having regard for the differing operational conditions that may exist from one Company to another or from one area to another, the Company and the Union may institute Rules and Regulations that are mutually agreed upon. Such Rules and Regulations must be reduced to writing and signed by the parties. In the event any dispute concerning the agreed upon Rules and Regulations arises, either party to this Agreement reserves the right to rely on the terms of this Agreement, which shall govern.
