SPECIALISTS AND SPECIAL PROGRAMS. Certain special programs are essential to a good educational system. Only trained and qualified personnel should be retained to conduct these programs. Suggestions for programs may be initiated at any level by teachers, administrators, or parents. Requests for additional personnel should go through the usual channels. Teachers in special programs are subject to the same hours, wages, and working conditions as classroom teachers.
