Submission of Issues. 2.3.1.1 Negotiations shall begin no sooner than January 10 and no later than February 15 unless otherwise agreed to by the Parties. The period of negotiation shall continue for no longer than ninety (90) days unless otherwise agreed to by the Parties. 2.3.1.2 Items proposed for negotiations shall be submitted in writing by both Parties at the first meeting. Items that have not been presented in writing at the first negotiations session may be negotiated only upon mutual consent of the Parties.
