Submission of Issues. Upon request of either party for a meeting to open negotiations, a mutually accepted meeting date shall be set not more than fifteen (15) days following such request. Such request should be made no earlier than March 15th of the year of expiration of the contract. All issues proposed for discussion shall be submitted by the parties at the first or second meeting.
