Suggested agenda and tips.  Create an open atmosphere by welcoming and speaking with citizens informally before the meeting starts. Encourage them to ask questions, and to share experiences with basic services in the selected sectors during the meeting.  Encourage vulnerable people to sit at the front of the meeting room. During the meeting, enable vulnerable people and women to speak. Address them individually, and ask if they are willing to share an experience with basic services. Never force people to do this, as it may embarrass them.
